O R D E R:

 

In the G.O 1^st read above, orders were issued for implementation of AICTE Scales of Pay, 2006 to the Teachers, Library and Physical Education Personnel working in Government Polytechnics w.e.f. 01.01.2006. In the G.O, 2nd read above, orders were issued for sanction of consolidated pension in the revised AICTE Scales of Pay, 2006 to the Teachers, Librarians and Physical Directors of Government Polytechnics.

2.         In the reference 3^rd read above, the All India Council for Technical Education has issued the recommendations regarding Pay Scales, Service Conditions and Qualifications for the Teachers and other Academic Staff in Technical Institutions i.c. All India Council for Technical Education Scales of Pay, 2016 and the recommendations are applicable to all the Teaching categories working in Diploma Level Technical Institutions falling under the purview of All India Council for Technical Education.

3.         In the G.O. 5^th read above, Government have issued orders for implementation of All India Council for Technical Education (AICTE)) Revised Scales of Pay, 2016 to the Teachers, Library and Physical Directors working in Government Polytechnics in the State with effect from 01.01.2016.

4.         In the reference 6^th read above, the Commissioner of Technical Education, Hyderabad have stated that the Polytechnic AICTE Retired Teachers Association have requested for implementation of the AICTE 2016 Pay Scales to the Teachers, Librarians and Physical Directors of Government Polytechnics who are drawing AICTE 2006 prior to 2015 and were not in service as on 01.01.2016 as was implemented in respect of Pensioners/Family pensioners in the Universities and Colleges vide G.O. 4^th read above.

5.         Government, after careful consideration of the matter, order consolidation of the pre-2016 pensions and Family pensions of Teachers, Librarians and Physical Directors of Government Polytechnics on AICTE Pay Scales who died/retired prior to 01.01.2016 as per the norms and guidelines approved in the G.O. 4^th read above.

6.         The Revised consolidated pension/Family pension shall be disbursed from the month of August, 2023 i.e., the pension payable on 01.09.2023. The arrears consequent on consolidation of pension for the period from 01.01.2016 to 31.07.2023 shall be paid in four equated bi-monthly (every two months) installments starting from October, 2023.

 

7.         Government also hereby order for payment of Central Dearness Relief on the consolidated pension as detailed hereunder. The Dearness Relief shall be rounded off to the next rupee:-

8.         The expenditure shall be debited to the concerned pension Head to which the pensions are being debited. Further, the Principal Accountant General shall adjust the expenditure on pension/family pension in terms of this order, as per the orders issued vide G.O.Ms.No. 122, Finance (Pension-1) Department, dated: 22.05.2014.

9.         This order issues with the concurrence of the Finance (HRM.V) Department, vide their U.O.No.206/212/62/A1/HRM.V/2023, Dated: 05.08.2023.

ఆదాయ పన్ను సరిగా చెల్లించకపోతె 200శాతం పెనాల్టీ.

గడ్డం అశోక్,

            ఆదాయపన్ను ఆక్ట్ నిబంధనల ప్రకారం పన్ను నిబంధనలన ప్రకారం చెల్లించకుండా తప్పించుకోవడానికి తప్పు పద్దతులను పాటించేవారిపై తీవ్రమైన చర్యలకు ఆదాయపన్ను శాఖ సిద్ధమవుతోంది. దానిలో భాగంగా చెల్లించని పన్ను పై 200శాతం దాకా పెనాల్టీ విధించడమే కాకుండా చట్ట ప్రకారం చర్యలు తీసుకునే ప్రమాదం కూడా ఉంటుంది. కొన్ని పరిస్థితులలో జైలు పాలయ్యే ప్రమాదం కూడా ఉందని నిపుణులు చెబుతున్నారు. ఆదాయపన్ను రిటర్నులు పూర్తి చేయడానికి విధించిన సమయం జులై 31 తో ముగిసినందున సమర్పించబడిన రిటర్నులను క్షున్నంగా పరిశీలించే పనిలో ఆదాయపన్ను శాఖ బిజీగా ఉంది.

        ఆదాయపన్ను చట్టం పన్ను మదింపు సమయంలో కొన్ని రాయితీలు కల్పించింది. ముఖ్యంగా ఇంటి అద్దె అలవెన్స్, వివిధ సంస్థలకు ఇచ్చిన విరాళాలు విషయాలలో రాయితీలు ఉన్నాయి. పన్ను మదింపు సమయంలో పన్ను చెల్లించేవారు ఫేక్ అద్దె రశీదులు సమర్పించి పన్ను రాయితీని పొందుతున్నారు. వివిధ సంస్థలకు విరాళాల రూపంలో ఇచ్చిన అని చెబుతున్న రశీదులను సమర్పించమని నోటీసులు పంపడానికి సిద్దమవుతున్నారు. రశీదులు సమర్పించకున్నా, సమర్పించిన రశీదులు నఖిలీవని తెలిసినా సెక్షన్ 270ఏ ప్రకారం 200శాతం దాకా పెనాల్టీ (అపరాధ రుసుము) విధించే అవకాశం ఉంది. కొన్ని ప్రత్యేక పరిస్థితులలో చట్ట ప్రకారం విచారణ కూడా ఎదుర్కోవలసి ఉంటుందనీ, జైలు శిక్ష కూడా పడే ప్రమాదం ఉంటుందని దివాకర్ విజయసారథి, ఢివిఎస్ అద్వైజర్స్ ముఖ్య కార్యనిర్వహణ అధికారి దివాకర్ విజయసారథి తెలిపారు.

 Enhancement of Allowances to Telangana State Govt Employees.

On the occasion of Telangana State Decennial Celebrations, the Government sanctioned the following allowances/benefits to employees of the State Government and Pensioners:

1. Employees Traveling & Conveyance Allowances are enhanced by 30%
2. Transport Allowance to the Employees under transfer is enhanced by 30%
3. Drivers/Lift Operators will be paid Rs.150/- for attending Holiday Turn Duty
4. Special Compensatory Allowance to the employees working in Scheduled Areas is enhanced by 30%
5. Conveyance Allowance for Blind, Hearing Impaired and Physically Handicapped employees is enhanced from Rs.2,000/- to Rs.3,000/-
6. Incentive to the employees working in all State Training Institutions is enhanced by 30%
7. Special Pays to the Cops working in GreyHounds, Intelligence, Traffic, CID, OCTOPUS and Anti Naxalite Squad is continued on the Revised Pay Scales of 2020
8. Death Relief in respect of Pensioners enhanced from Rs.20,000/- to Rs.30,000/-
9. In addition 15% Spl pay is sanctioned to all the categories of employees working in the Protocol Department.
10. The following advances to Employees are enhanced:

1. Housing Building Advance limit enhanced from Rs.20.00 lakhs to Rs.30.00 lakhs
2. Motor Car Advance limit enhanced from Rs.6.00 lakhs to Rs.9.00 lakhs
3. Motor Cycle Advance limit enhanced from Rs.0.80 lakhs to 1.00 lakhs
4. Marriage Advance for Female children enhanced from Rs.1.00 lakhs to Rs.4.00 lakhs and for Male Children from Rs.0.75 lakhs to Rs.3.00 lakhs.

1. తెలంగాణ అవతరణ దశాబ్ది ఉత్సవాల సందర్బంగా రాష్ట్ర ప్రభుత్వం ఉద్యోగులకు, పించనర్లకు శుభవార్త చెప్పింది. 
2. ఉద్యోగులకు, పింఛనర్లకు ఇచ్చే అలవెన్స్ ను పెంచుతూ విభాగాల వారీగా ఉత్తర్వులు జారీ చేసింది. 
3. జీవోలో పేర్కొన్న దాని ప్రకారం, ఉద్యోగులకు ట్రావెలింగ్ అండ్ కన్వీనియన్స్ అలవెన్స్ 30శాతం పెంచింది. 
4. బదిలీ పై వెళ్లే ఉద్యోగులకు ట్రాన్స్ పోర్ట్ అలవెన్స్ 30శాతం పెంచింది. 
5. సెలవురోజుల్లో పనిచేసే లిఫ్ట్ ఆపరేటర్లు, డైవర్లకు అదనంగా రూ. 150 చెల్లించాలని నిర్ణయించింది. 
6. షెడ్యూల్ ఏరియాలో పనిచేసే ఉద్యోగులకు స్పెషల్ కాంపన్సెటరీ అలవెన్స్ 30శాతం పెంచింది.
7. దివ్యాంగ ఉద్యోగులకు ఇచ్చే కన్వీయన్స్ అలవెన్స్ రూ. 2000 నుంచి రూ. 3000 పెంచింది. 
8. ఇళ్లు నిర్మించుకునే వారికి ఇచ్చే అడ్వాన్స్ పరిమితిని రూ. 20 లక్షల నుంచి రూ. 30లక్షలకు పెంచింది. 
9. కారు కొనుగోలు చేసే వారికి ఇచ్చే అడ్వాన్స్ పరిమితిని రూ. 6లక్షల నుంచి 9 లక్షలకు పెంచింది. 
10. మోటార్ సైకిల్ కొనుగోలు చేసే వారికి ఇచ్చే అడ్వాన్స్ 80వేల నుంచి రూ. లక్షకు పెంచింది. 
11. ఉద్యోగుల పిల్లల పెళిళ్ళకు సంబంధించి, కుమార్తె పెళ్లికి ఇచ్చే అడ్వాన్స్ లక్ష నుంచి రూ. 4 లక్షలు, కుమారుడి పెళ్లికి ఇచ్చే అడ్వాన్స్ రూ. 75వేల నుంచి రూ. 3 లక్షలకు పెంచింది. 
12. స్టేట్ ట్రైనింగ్ ఇనిస్టిట్యూట్స్ ఉద్యోగులకు ఇచ్చే ఇన్సెంటివ్ 30శాతం పెంచింది. 
13. గ్రేహౌండ్స్, ఇంటిలిజెన్స్, ట్రాఫిక్, సీఐడి, ఆక్టోపస్, యాంటి నక్సలైట్ స్క్వాడ్ విభాగాల్లో పని చేసే పోలీసులకు ఇచ్చే స్పెషల్ పేస్ ను 2020 పే స్కేల్ ప్రకారం వర్తింపచేస్తారని పేర్కొంది. 
14. పింఛనర్లు చనిపోతే అందించే తక్షణ సాయం రూ. 20 వేల నుంచి రూ. 30 వేలకు పెంచింది. 
15. ప్రోటోకాల్ డిపార్ట్మెంట్ లో విధులు నిర్వర్తించే అన్ని కేటగిరీల్లోని ఉద్యోగులకు అదనంగా 15శాతం స్పెషల్ పే మంజూరు చేసింది. 
16. ఈ మేరకు రాష్ట్ర ప్రభుత్వం విభాగాల వారీగా ఉత్వర్వులు జారీ చేసింది.

Enhancement of relief in case of death of Pensioners.

               సర్వీసు పెన్షనర్ లేదా ఫామిలీ పెన్షనర్ మరణించినపుడు అంత్యక్రియల కొరకు అయ్యే ఖర్చులను ప్రభుత్వం చెల్లిస్తుంది. ఇందుకోసం గతంలో కనీసంగా రు. 20,000 లేదా ఒక నెల పెన్షన్ కుసమానం అయ్యే ఖర్చులు ప్రభుత్వం చెల్లించేది. తెలంగాణ మొదటి వేతన సవరణ కమిషన్ సూచనల మేరకు అట్టి ఖర్చులను కనీసంగా రు. 30,000 లకు పెంచుతూ ఉత్తర్వుG.O.Ms.No. 65, dt: 22.06.2023లను విడుదల చేసింది. 

               In the Government Order 6th read above, based on the recommendations of First Pay Revision Commission, orders were issued implementing the Revised Pay Scales, 2020 to the State Government employees.

                   The First Pay Revision Commission, inter alia, has recommended for enhancement of relief in case of death of Pensioners.        

Government, after careful consideration of the recommendations of the First Pay Revision Commission and in modification of the existing orders issued vide Government order 4th read above, hereby order for enhancement of the relief in case of death of Pensioners from Rs.20,000/- (Rupees twenty thousand only) to Rs.30,000/- (Rupees thirty thousand only).

             The Pension Disbursing Officers concerned shall arrange for payment of the amount to the nominee or where the nominee predeceased, to the alternative nominee, as far as possible, on the same day of the death of the Service Pensioner / Family Pensioner or on the next working day immediately following the day of the death of the Pensioner / Family Pensioner. 

              All other conditions and instructions issued in the references read above shall however continue to be in force.
